
TRC Partners with the City of Winona, Minnesota to Support All Transit Operations
December 12, 2025 – New York, NY, USA: The Routing Company (“TRC”), a global on-demand vehicle routing and management platform, has launched a new partnership in the City of Winona, Minnesota, marking its third partnership in the state. The launch modernizes the city’s transit operations with TRC’s state-of-the-art Pingo™ platform, delivering enhanced, centralized scheduling, dynamic routing, and robust reporting capability to support Winona Transit Service’s deviated fixed routes and dial-a-ride service.
Operating under an agreement funded by the Minnesota Department of Transportation, the service went live in November 2025, and enhances the customer experience for riders in the Winona region to book their journey, receive trip notifications, and real-time track their vehicle with the Ride Pingo™ app.

Service Details
Service hours for Winona Transit’s fixed-routes and dial-a-ride service operate Monday through Friday from 6:00 AM to 6:15 PM, and 9:00 AM to 5:00 PM on Saturdays. All fixed routes allow for deviations that are within four blocks of the route, including service to and around Winona State University and the City of Goodview. The dial-a-ride service area is up to two miles outside the city limits of both Winona and Goodview, and riders can pre-book their trip up to six days in advance.
TRC’s Pingo Flex™ functionality allows for precise scheduling, live vehicle tracking, and dynamic management of Winona Transit’s four deviated fixed routes—enabling flexibility for riders’ needs to travel with ease. The new system also delivers better visibility and control for dispatchers and drivers to enhance the entire experience end-to-end.
